                         Sgt. Hyko is a native of Longview who graduated from Pine Tree High in 1972.  For six (6) years Hyko worked for the Federal Bureau Of Investigation (F.B.I.) before returning home to join the Longview Police Department.  After 24 years with the Police Department, he heads up the Juvenile and Cyber Crime Units within the Criminal Investigations Division.

Rodney Clark, a graduate of L. S. U. Baton Rouge, has spent the last 24 years in the microfilm and document conversion business. Rodney’s program will review the basics of electronic records, the conversion process, and clarify what a document conversion program can do for you and what it will not do for you. After graduating from L. S. U. Rodney worked 10 years for Xerox, then moved to Kansas to work for Pitney-Bowes. In 1976 he moved back to his hometown of Shreveport to open his own business that merged into Abstract & Title Service in 1978. Rodney currently works as a Senior Sales Executive for ImageMax, a national document conversion company with 26 locations and annual sales of approximately 50 million dollars. Rodney has been a member of ARMA, International since 1977. His is a past president of the Ark-La-Tex ARMA Chapter who has represented our chapter at 6 International Conferences.

PROGRAM: Records Managers in the Wake of Enron Debacle

PRESENTER: Kathleen Glasgow Sparks, CRM

Kathleen Glasgow Sparks, Certified Records Manager, 28-year veteran in records management and consultant in Dallas, Texas, will review how a records manager can develop a legally defensible records management program. As the immediate past president of the ICRM, Institute of Certified Records Managers, Ms. Sparks will also review the steps to become a CRM, Certified Records Manager.

Ms. Sparks is President and Senior Executive Consultant for Quality Document Management - QDM, Inc., a nine-year old records management consulting firm in Dallas, Texas. She has been involved in various aspects of information and records management since 1974. Ms. Sparks is a frequent speaker for records management and related associations and has taught records management courses at the university level. She is an active member of ARMA, AIIM, and NIRMA. From 1983-1985, Ms. Sparks served as an ARMA Region Vice-President (in the former Region 7).

Ms. Sparks holds a Masters Degree in Library and Information Science, and received her Certification in Records Management in 1981. She loves to hike in the mountains and spend time with her husband, Brian, at their Carrollton home.

PRESENTER: Christine Rivers

Christine Rivers serves as Vice Chancellor for Archives and Records of the Diocese of Shreveport (Louisiana). In this position, she was responsible for the creation of the diocesan archival program in 1990, and presently has charge of all aspects of archives and records management for the Catholic Church in the northern 16 civil parishes of Louisiana.

Christine is a founding member of the Ark-La-Tex ARMA Chapter, a member of the Society of American Archivists, Society of Southwest Archivists, and the Louisiana Archives and Manuscripts Association. She serves on the boards of directors for the Association of Catholic Diocesan Archivists and Louisiana Catholic Federal Credit Union.

In addition to a B.A. degree in foreign languages from the University of Missouri, Christine holds a Certificate in Non-Profit Business Administration from Louisiana State University in Shreveport and a Certificate in Archival Studies from the Western Archives Institute, State of California.

Program Notes:  Developing Retention Schedules

Dr. Ann Bennick, CRM will continue the discussion (the need of maintaining and monitoring retention schedules in light of the Enron debacle) that Kathleen Glasgow-Sparks, CRM, introduced at the November Ark-La-Tex ARMA meeting. 

Dr. Bennick will focus on developing and maintaining a retention schedule for your business. She will present tips on how to apply records survey information to the development of retention categories.  She will discuss retention schedule format options.  She will address the differences between business retention requirements and legally required retention periods.  Handouts will be available.

A 2-hour CRM application workshop will presented immediately following the general meeting.  This is free and open to both Chapter members and non-members who are interested in learning more about the Certified Records Management program.

Dr. Ann Bennick is serving as our chapter's CRM Mentor. She will discuss the CRM examination process, the CRM examination topic outline, and how to apply to sit for the examination.  The group will discuss and formulate topics for future workshops that
Dr. Bennick will lead.

Speaker Bio: 

Dr. Ann Bennick is a Certified Records Manager with more than 25 years
of experience in developing and implementing systems, programs, and
training in records/information management. She has been effective both
in high-level corporate management roles and as an in-house consultant
for two multinational energy companies, one of which received the
prestigious Olsten Award for the outstanding large company
records/information management program.

Dr. Bennick's experience also includes ownership of several small
businesses and more than ten years as a tenured business professor at a
Texas community college. In 1981, the National Business Education
Association honored Dr. Bennick as Post-Secondary Teacher of the Year.
She is a frequent speaker to business and professional associations, has
authored numerous articles for educational and professional
publications, and has written three books for ARMA International. Her
most recent book, Active Filing for Business Records, is available from
ARMA International.

Dr. Bennick has served as a member and chairman of the technical
research committee for ARMA International. She also served as a member
of the Board of Regents of the Institute of Certified Records Managers
(ICRM) and was ICRM Certification Standards chairman for several years
while on the board. Dr. Bennick received her doctorate in 1981 from the
University of Houston.

Dr. Bennick currently operates a records/information consulting business

John P. Frost, CRM, is Senior Project Manager for Knowledge Management Applications at American Airlines in Fort Worth, Texas. Before coming to American Airlines, Mr. Frost was Manager, Web Initiatives and Records Management Services for Johnson and Johnson Medical and Records/Web Manager for the City of Shreveport, LA.

Mr. Frost serves on the Board of Directors of ARMA International and is a member of the International Webmasters Association and the Institute of Certified Records Managers.  Mr. Frost is a past president and of the Ark-La-Tex ARMA Chapter.  While serving as chapter president he was named Member of the Year.

Preservation Workshop

PRESENTER: Jenny N. Barker, CRM

The workshop will be a hands-on experience in archival preservation.  Participants will view photographs and negatives, newspapers and old documents, ripped document repair, archival supplies, and adhesives.  Attendees will receive an archival letter sized document case with selected preservation supplies, catalogs for archival supply vendors, resource list, and use of supplies for hands-on demonstrations.

The workshop is designed to teach records managers some basics of Archival principles and practices. It will include how archives fit into retention scheduling and the records management program. It will cover how to handle and store items to help preserve them and to slow down the affects of age. It will not cover how to repair damaged items. And, the fun part will be in learning about archival paper, boxes, pens, fasteners, supplies and basic terms. If you want to know what TUMS has in common with archival interleaving paper or what to do in a world without staples this workshop is for you. Be prepared to roll your sleeves up and participate. This is a hands-on workshop!

Please bring your problems and examples of photographs, textiles, oversize documents, newspapers, old papers, family scrapbooks, and other things you think need special care.  After all, not everything should be tossed into a 1 cubic foot records storage box!

Bring a pair of scissors and stapler for your working convenience.

MICKI SANDELL is the President of MRS Information Management Services in Dallas, Texas. She was Regional Operations Manager for Recall Information Management located in Dallas, Texas, for two years and General Manager for Archive Document Storage for eight years. Previously, Ms. Sandell was a Records Analyst for Oryx Energy Company, where she developed and implemented a corporate retention schedule involving over 100 departments.

Ms. Sandell is a Past  President of the Dallas ARMA chapter and a Past Chairman of the ARMA International Records Storage/Destruction Facility Industry Specific Program and the Petroleum Industry Specific Program. She served on the ARMA International Marketing Advisory Committee.   

Ms. Sandell holds a BS degree in Business Administration from the University of Southwestern  Louisiana with a major in Marketing.   She is a frequent speaker at ARMA International seminars and conferences.

PROGRAM: ISO 15489 Implementing and Measuring

In 2001, the global records management “world” celebrated the development and publication of ISO 15489: Records Management Standard in 2001.  Now that the celebration and spin is over, what does this standard mean to records management professionals in practical, real-world operations?  This presentation will explore the ins and outs of implementing ISO 15489 that is designed to modernize and re-energize existing records management programs. The speaker will discuss whether the ISO 15489 is a viable policy and management system model to replace the legacy records management manual of past years?  She will review the issues to consider and how to measure conversion benefits.

This session will:  ·        Identify opportunities where ISO 15489 as a new model adds value and how.  ·        Review ISO 15489 as a global model for developing policy and standard processes for corporate records management programs.  ·        Learn from successes and actual barriers from a real-world case analysis.

PRESENTER: Mary White-Dollmann, CRM

MARY M. WHITE-DOLLMANN, CRM, is currently a Principal Consultant with Pat Vice Associates, Houston, Texas.  From 1993 to 2003, she served as Director, Corporate Records Management, at Conoco Inc. (ConocoPhillips, Inc). During this 10 year period she established and administered a company records management policy, program,  and services; managed a records warehouse; and managed a forms management program.   Prior to Conoco she worked at the Houston Academy of Medicine-Texas Medical Center Research Library holding positions of Director of Document Copy and Delivery, Information Services Librarian, and Hospital Information Resource Center Consultant. 

Ms. White-Dollmann holds a BA degree from Old Dominion University, Norfolk, Virginia, and a Masters in Library and Information Science (M.L.I.S.) from the University of South Carolina.  She has served on the Board of Directors, ARMA Houston Chapter, and as Manager of the ARMA Energy Industry Specific Group.  She has presented papers at international conferences, local ARMA chapters, and industry specific conferences.  She received her CRM in 1994.

Speaker: Patricia (Pat) Dixon, CRM, of 7-11, Inc.

 As manager of the Records Management Department for 7-Eleven, Inc. in Dallas, Texas, Pat directs the corporate records management program.  She has developed and implemented systems to enhance and improve such functions as active and inactive records control, records retention and disposition scheduling, and retrieval of both hard copy and microfilm.  She has also implemented an electronic imaging system for accounts payable, real estate and benefits records.

Pat is a Certified Records Manager and has been an active member of ARMA International since 1975.  She served the Dallas Chapter in a number of capacities including that of president.  On the international association level, she chaired the Long Range Planning Committee and served as a member of several other committees.  She was Region V Vice President for two terms, President-Elect from 1991-1992, President and CEO from 1992-1993, and completed her term as Chairman of the Board on June 30, 1994.

 As a CRM, Pat is a member of the Institute of Certified Records Managers.  In 1989, she helped establish the Corporate Recycling Council of Dallas, which organized under the direction of the Texas State Land Commissioner. She has also been active in the development of records and information legislation for the State of Texas.

 Pat is a frequent speaker at ARMA and other professional association meetings, seminars and conferences.  She has taught a records management course and lectured to classes at colleges and universities in the U.S. and Canada.

        Since September 11, 2001, Homeland Security has been a primary activity in the Federal Government.  The Environmental Protection Agency has become the forerunner in implementing procedures for preparing its employees for disasters of all types, including terrorist attacks, and has served as an example for many other federal, state, local and private organizations.  The EPA has partnered and mentored with many of the organizations to assist in establishing their homeland security procedures.  Within EPA, Region 6 is far ahead of any of the other regions and headquarters in implementing its plan.

         As the Vital Records Officer and Alternate COOP Planner, Sarah has gained invaluable insight in preparing for disasters.  Her presentation will focus on the vital records protection policies and procedures as it relates to preparing for Homeland Security.

SPEAKER NOTES:  

        Sarah Swindall, CRM, earned her BA in Education from the University of North Central Oklahoma and her MS in Information Science from the University of North Texas.  In 1985 Sarah earned the designation of Certified Records Manager (CRM).

      Sarah is currently serving as the Vital Records Officer for the Environmental Protection Agency (EPA) in the Region 6 office.  As a Records Administrator she has worked on the Versatile Enterprise Records System, Alternate Task Order Project Officer on the Information Management Centers Services (ICMS) Contract, Alternate Continuity of Operations (COOP) Planner, and electronic forms administrator.  Sarah is a member of the Homeland Security Team, Regional Incident Coordination Team (RICT), and Continuity of Operations Team. 

      Sarah has worked in all facets of the field of records management for the past 37 years including the Federal Government, public utilities, government contracting, local government and healthcare corporations.  

       Since 1971, Sarah has been a member of ARMA International serving in all positions of the Dallas Chapter of ARMA.  She is a member of the “Environmentally Correct” Toastmasters of America Club.  She is a frequent speaker at local, regional and national ARMA conferences.

       Archivist and records manager Paula Stewart, CRM, CA, offers attendees a glimpse into the world of museums through her experiences at the Amon Carter Museum, an American art museum in Fort Worth, Texas.  Ms. Stewart will discuss the establishment of the archives, including working with an established records management program.  She also will discuss the Ark-La-Tex and Fort Worth Chapters’ joint community service project at the Longview Museum of Fine Arts.

 

SPEAKER NOTES:  

        Paula Stewart, CRM, CA, has been actively involved with archives and records management since 1985, when she joined the staff of the Amon Carter Museum.  In 1992 she became the museum’s first archivist.  Ms. Stewart earned an M.A. in History and certification in archives and museum administration from the University of Texas at Arlington.  She participates in several professional associations, including ARMA International; Fort Worth Chapter, ARMA International; Institute of Certified Records Managers; Society of American Archivists; Society of Southwest Archivists; Academy of Certified Archivists; Texas Association of Museums; and Texas Map Society.  Ms. Stewart’s published work includes co-authorship of a Catalogue of the Photography Collection of the Amon Carter Museum; chapters on Records Management, Security, and Emergency Planning for Museum Archives (forthcoming from SAA).  As Records Managers, we are constantly inundated with an ever-increasing volume of records and even though the new millennium was advertised as “paperless”, it seems that there is more paper now than ever before.  While the task of managing records can seem insurmountable at times, there are some steps we can take to help organize and minimize the challenge.  This presentation will cover some of the Rules of Thumb (Records Management techniques) and Rules of Law (Government regulations) that can help clarify “What Do We Keep”?

Chris Carper is the Records Manager at Lee Financial Corporation in Dallas, TX.  He joined the firm in 2002 and is responsible for its’ intellectual capital and knowledge resources.

Chris grew up in Minot, North Dakota.  He graduated with B.A. degrees in Information Management and Management from the University of North Dakota in 1999.  While at the University of North Dakota, Chris studied under Dr. Mark Langemo and was awarded the Donald T. Barber Award for “Future Potential in Records Management.”  Chris received a Masters of Business Administration from the University of North Dakota in 2001.

                                  Policies and Practices for Governmental Agencies

Carrie Fager, CRM, CDIA, who is the RIM Director for the Louisiana State Archives, will present the recently adopted Administrative Rules for Records Management Policies and Practices for Governmental Agencies that the State Archives of Louisiana promulgated June 2003

 Ms. Fager’s program should be of special interest for those working in governmental agencies.  She is a proactive advocate for improved records management and has had a direct impact on the development of these new policies and practices for the State of Louisiana.

SPEAKER NOTES:   Carrie Fager, CRM, CDIA

Prior to her current position of RIM director, Carrie was employed as the acting RMO at the Louisiana Secretary of State’s Office; three years prior to that position she worked as a computer programmer in the Office’s Information Services Division.  Carrie has also has held the position of Micrographics Manager for the Office’s Division of Archives, Records Management and History.  Prior to working for the State, she worked for three years for Republican Party of Louisiana as Assistance Finance Director, Administrative Director and finally as Chief of Staff.

Carrie Fager holds a Bachelor of Arts in Political Science and a Master of Public Administration (MPA) from Louisiana State University and a Master of Business Administration (MBA) from the University of Phoenix-Louisiana Campus. .   She earned her CRM certification from the Institute of Certified Records Managers in July 1999 and her CDIA (Certified Document Imaging Architech) certification from CompTIA in December 2001.

Carrie currently serves as the ARMA’s Southwest Region Manager.  (The Southwest Region includes Louisiana, Arkansas, Texas, Oklahoma, and New Mexico (TALON).  She is a past President, Second Vice President, and Webmaster of both the Baton Rouge/Lafayette ARMA Chapter & TALON Region.  Carrie also has served on the International level on the Member Relations Committee as a member from 1999-2001, serving as Chairman in 2000-2001.

Standardization of records/information management (RIM) )equipment, supplies, and processes
can provide both efficiency and economic benefits for an office, department, or organization.
However, the degree of beneficial standardization varies from company to company and depends

Dr. Ann Bennick is a Certified Records Manager with more than 25 years of experience in developing and implementing systems, programs, and training in records/information management.  She has been effective both in high-level corporate management roles and as an in-house consultant for two multinational energy companies, one of which received the prestigious Olsten Award for the outstanding large company records/information management program.

Dr. Bennick's experience also includes ownership of several small businesses and more than ten years as a tenured business professor at a Texas community college.  In 1981, the National Business Education Association honored Dr. Bennick as Post-Secondary Teacher of the Year.

She is a frequent speaker to business and professional associations, has authored numerous articles for educational and professional publications, and has written three books for ARMA International.  Her most recent book, Active Filing for Business Records, is available from ARMA International.

Michael Petree, owner/operator of The Records Center in Shreveport will present a two-part program: a formal program followed by a tour.  Mike will present the formal program as we eat a catered lunch in his warehouse.  Mike will explain the nuts and bolts of operating a records center.  In his presentation he will give a broad overview of how a company 1) handles a wide assortment of records, 2) provides service to their customers, and 3) accommodates the various needs of their customers.  Mike’s presentation will review the start-up, operations, procedures, and business related issues of a records center.  Following the formal program, Mike will take us on a tour of his records storage facility.  Attendees will gain a heightened awareness of record center equipment requirements, safety issues, personnel, and security.  There will time for questions and answers during the program and tour.

PROGRAM NOTES:  Disaster at New London  - Museum Tour

                      Molly Ward will discuss the disaster of March 18, 1937, when a spark from a sanding machine ignited a mixture of gas and air at the Junior Senior High School killing 311 people (mostly children) in New London, Texas, in northwest Rusk County.  The ignited mixture seemed to lift the school building in the air and then smash it to the ground. Walls collapsed. The roof fell in and buried its victims in a mass of brick, steel, and concrete debris. The explosion was heard four miles away hurling a two-ton concrete slab 200 feet away that crushed a car.   The tragedy occurred in one of the richest rural school districts in the United States. Community residents in the East Texas oilfieldqv were once proud of the beautiful, modern, steel-framed, E-shaped school building.  The most important result of the disaster was the passage of a state odorization law, which required that distinctive malodorants be mixed in all gas for commercial and industrial use so that people could be warned by the smell.

                 Christine Rivers is chancellor and corporate secretary for the Catholic Diocese of Shreveport.    As chancellor, Christine offers knowledgeable responses to questions about civil and church law.  Christine developed and implemented the diocesan archival program beginning in 1990.  She continues her archival duties by managing and facilitating all aspects of archives and records management for the Catholic Church in the northern 16 civil parishes of Louisiana.  

                 Christine is a charter member of the Ark-La-Tex ARMA Chapter.  She earned her undergraduate degree from the University of Missouri in foreign languages.  She has continued her professional education by earning a Certificate in Non-Profit Business Administration from Louisiana State University in Shreveport and a Certificate in Archival Studies from the Western Archives Institute, State of California.

PROGRAM NOTES:  Privacy Rule of HIPAA

                                            Health Insurance Portability and Accountability Act

The Privacy Rule of HIPAA (Health Insurance Portability and Accountability Act) addresses the disclosure of individuals’ health information by organizations covered by the law.  Protecting privacy sounds like a good thing, but in application it has created some apparently unintended barriers.  These obstacles may cause problems for us as individuals at the times in our lives when we are receiving medical care, visiting the sick, or seeking to act as an advocate for our ill spouse or aged parent.  Real life scenarios will highlight some of the misunderstanding and confusion with the Privacy Rule, and suggestions will be offered to help cope with the law during this initial period of adjustment.

PROGRAM NOTES:  Return to Flight -  Space Center of Cape Canaveral, Florida, called Total Packaging Monday, February 3, 2003, asking if it could respond to the space shuttle Columbia recovery needs.  Judy Bandaries said Total Packaging would meet the delivery demands materials per NASA’s packaging specifications for supplies and packaging.  Accepting this commitment lead Total Packing into a space adventure close to science fiction.  Total Packaging played a pivotal role in supplying of packaging materials and equipment for the reassembly of the space shuttle Columbia.  Multiple daily deliveries of markers, labels, bags, boxes, and palletizing equipment and supplies allowed Total Packaging to witness the identification of every item from fragments to the nose cone.  Barksdale Air Force Base was the repository for the remains of Columbia and was on military high alert; security was tight.  Armed military escorts were required for entry and exit of the hanger.  Until all parts from Hemphill, Nacogdoches, Toledo Bend and other Columbia recovery sites were transferred back to Barksdale for identification, labeling, packaging, and shelved, Total Packaging was a key player in the reassembly of the shuttle remains.

During the program, Judy Bandaries will narrate her life changing work from February to May 2003.  NASA recognized Total Packaging recently along with others such as Boeing, Lockheed Martin, Marietta, etc.  Texas was represented at the weeklong NASA Recognition Award Event in Cape Canaveral by Total Packaging and Boeing of Fort Worth as the received the Space Flight Awareness (SFA) Supplier Award of Distinction.  Total Packaging was the only supplier that was not a manufacturer of space shuttle parts to receive this award.  According to NASA officials, the SFA Award is not an annual event.  It is only awarded for outstanding service in special circumstances.

 Speaker bioJudy is a native of Shreveport, Louisiana and attended LSU in Baton Rouge and Northwestern State University in Natchitoches, Louisiana.  Judy began her sales career with Louisiana Paper Company (LPC).  An outside sales position opened in Longview Texas with ETEX Paper Company (CMI) a division of LPC in the mid seventies.  Judy was the first female outdoor salesman in the Texas market hired by Julian Fiegel, manager.  Judy sold everything from heavy industrial supplies, manufacturing products, packaging materials, along with a full line of janitorial supplies to retail store supplies, etc.  When ETEX Paper sold out, Judy and her business partner established Total Packaging in 1984.  This woman-owned business specializes in industrial, manufacturing, wholesale distribution of packaging and shipping room supplies.

Angie Fares, RHIA, CRM, CISA is the Senior Manager of Corporate Records and Information for RadioShack Corporation, serving on many project teams for enterprise governance.  She has over 20 years of experience in records management, systems and business analysis, and information technology.  She earned a BS in Health Information Management from Louisiana Tech University in 1984.  She was awarded her MBA in Management of Information Systems at Dallas Baptist University in 1996 and added an additional MBA in International Business 1997.  She is a Registered Health Information Administrator, Certified Records Manager, and a Certified Information Systems Auditor.  Angie is member of the American Health Information Management Association, ARMA International, Institute of Certified Records Managers, and the Information Systems Audit and Control Association.

Kristi Henry, CRM, CA is the Manager of Corporate Records and Information at RadioShack Corporation, serving on many information technology teams.  She is the first Corporate Archivist in the history of RadioShack Corporation.  She has over 10 years of experience in records and information management in public and private sectors.  She earned a BA in History/Business from University of Texas at Arlington and an MA in Archives/Records Management from the University of South Carolina.  She is a Certified Records Manager and Certified Archivist.  Kristi is a member of the ARMA International, Society of Southwest Archivists, Society of American Archivists, Institute of Certified Records Managers, and the Information Systems Audit and Control Association.

Bob Griffin, semi-retired  KSLA TV's Sports Director works on special assignments for KSLA TV.  Shreveport Mayor Keith Hightower and Bossier Mayor George Dement appointed Bob "Goodwill Ambassador" for their twin cities.   Bob attended the University of Arkansas and the University of Nebraska.  He has enjoyed a diverse career from the movie industry, Off-Broadway productions in New York, radio broadcaster, children's TV announcer, weatherman, to sports director at KSLA TV.  Bob enjoys promoting the positive things about the Ark-La-Tex.  Sponsored by Dr. William S. PROGRAM NOTES:  A few years ago, Sheriff Steve Prator's identity was stolen.  Sheriff Prator will discuss the events that followed the theft and how to help prevent it from happening to you.

 

Sheriff Prator will also address the serious issue of security and laws that pertain to trespassing, unlawful entry, and a business's rights of privacy.  He will introduce the topic in this first of a two part series.  The second part will be given at a later meeting in Shreveport by a chief district judge to clarify the issues brought up.

 

Speaker bio:    Sheriff Steve Prator is a veteran law officer who currently serves as Sheriff of Caddo Parish and has served as police chief of one of Louisiana's largest municipal police forces.  During his more than 27 years of law enforcement, Sheriff Prator has served in all areas of policing including patrol, narcotics, and investigations.

Sheriff Prator is a graduate of Louisiana State University in Shreveport and the FBI's National Executive Institute in Quantico, Virginia.

Sheriff Prator erased a $2.7 million budget deficit in his first year as Sheriff.  The Sheriff eliminated unnecessary positions in the department, reduced expenditures, monitored overtime and limited travel - all without sacrificing service.  Prator streamlined the budget by doing away with department perks like a department-owned airplane, race car, and premium fuel for sheriff's vehicles. 

Sheriff Prator established an Auxiliary Deputy program in Caddo Parish to increase law enforcement services at no additional cost to taxpayers.  He also obtained grant funding to equip all POST certified deputies with more accurate handguns, new patrol cars, and cameras for patrol cars.  Grant funds were used to purchase a bar cod evidence tracking system and a crime mapping system to analyze crime trends.

                       Theresa Edge, RMO, will lead a tour through the Gregg County Records Center.   As the appointed Records Management Officer (RMO) for Gregg County, Ms. Edge developed and implemented the state mandated records management program and established Gregg County's record center.  Ms. Edge will review the state standards for records centers and give a case study of her program.

 

Speaker bio:

                     Theresa Edge established Gregg County's records management program about 12 years ago.  In this time she has designed and implemented an offsite record storage facility that complies with the State of Texas requirements.  Currently Ms. Edge works in dual capacity for Gregg County serving as the Records Management Officer (RMO) and Law Librarian.  Ms. Edge has been with Gregg County over 22 years in which time she has worked in other areas such as elections, commissioner court clerk, county clerk office, community buildings director, and constable clerk.  This broad background in the county's work serves her well as she manages the records center and records management program.

 

Theresa Edge is a native of Vernon, Texas.   As a child she moved frequently as her father followed his trade of seismographic work in Illinois, Oklahoma, Mississippi, Louisiana, and California.  Her family finally settled down in Houston.  Ms. Edge moved to Longview in 1969.  She is the mother of 2 and the grandmother of 2.

Speaker bio:

Judge Charles Rex Scott graduated Northwestern State University and continued his legal studies at Louisiana State University Law School.  Judge Scott serves currently as Chief Judge First Judicial District Court in Civil Section C.  His long career as a Judge began in 1980 serving in the Shreveport City Court.  From there he briefly served as a Judge ad hoc on the Second Circuit Court of Appeal.  As time permits, he teaches in the LSUS Paralegal Program. 

Judge Scott is very active in the legal community having served as President of Louisiana District Judges Association; he currently serves as Co-Chair, Master Plan Committee C.M.I.S. (Case Management Information System),  and the Louisiana Judicial Budgetary Control Board.  Judge Scott has served as Chairman of the committee to evaluate requests for New Judgeships, a committee of the judicial council; Governor’s Task Force on Violent Crime and Homicide; and the Committee to Study Proper Court Reporting in Louisiana.  He is current President of Harry V. Booth – Henry A. Politz Chapter of the American Son of Court.  He also served as a member, Louisiana Judicial Council, Governor’s Task Force on Child Support Enforcement; Assistant City Attorney, Shreveport’s Arson Task Force; Special Assisant District Attorney and Instructor at the Shreveport Police Academy.

 Judge Scott is a frequent speaker to civic and professional groups including the LA State Bar Association, LA Judicial College, LA Trial Lawyers Assoc., LA Assoc. of Defense Counsel, Shreveport Bar Association, American Trial Lawyers Association, American Inn of Court, as well as civic clubs and schools.  He serves as first King for the Krew of Justinian.

 Judge Scott is a founding member of the South Shreveport Lions Club.  He has served as Chairman of the Broadmoor Baptist Weekday Pre-School committee.  He is married to Alexis Pharris Scott, librarian at Shreve Island Elementary.  He and Alexis are parents of two children.
